A spend that keeps funds inside the reserve moves no tokens, so the Transfer logs above never show it. Decrypting a filed spend needs the member's key exchange; core-deploy's scripts/audit does that for a manager.
Auditor key
The Grumpkin key the reserve's notes are provable against. Only the reserve manager can rotate it.
